Who Gets the Notice — the Property Owner
Once that week is up, a city officer can serve notice on the property owner — not on whoever abandoned the car — requiring that it be removed, and if it is not removed the city may remove it. Albany County runs a parallel route for vehicles left on private land: a notice is posted on the vehicle itself, a five-day period runs, and then the County can take it away.
Here is the gap nobody explains. The city can act at one week. The state form that lets an abandoned vehicle be disposed of, the MV-37, cannot be used until the vehicle has been abandoned a full month. Roughly three weeks of exposure with the disposal route still shut.

The MV-37 Statement of Abandoned Vehicle is the state's route for a vehicle left on your land and never claimed. It opens only when three things are true at once: the vehicle has been abandoned for at least one month, it is at least ten model years old, and its wholesale value is no more than the ceiling printed on the current form. There is no filing fee. If the car is newer or worth more, the form is closed to you and a title or transferable registration from the registered owner is the only way through.
