Under 75 Pa.C.S. §1163(d), the owner of a salvage vehicle with a faulty, lost or destroyed title that is on the owner's property can transfer it to a scrap metal processor, with the owner verifying the report to PennDOT on form MV-4RP. It is a route for the vehicle's owner, not a way to sell someone else's car. If you want to sell the car any other way, apply for a duplicate title with MV-38O first. In Pennsylvania the plate stays with you. PennDOT says it should never be given to the buyer.
Mail it to the Return Tag Unit, 1101 South Front Street, Harrisburg, PA 17104, or move it to another car through an authorized agent.
